And I find that my tests may fail randomly with low probability on asserting
"c4" in every partial tests. I used to think moveregion breaks the mvcc because
the scanner is new and it will see edits after the old scanner created. But it
is not always true, maybe because we may move the region from server A to B
then to A again, the 3rd scanner may reuse the 1st scanner?
