The attached V1 patch implements RestoreSnapshotProcedure and
CloneSnapshotProcedure using proc-v2:
- implement restore snapshot and clone snapshot procedures to replace handlers
code
- implement async client API for restore/clone snapshot
- remove now-useless isRestoreSnapshotDone RPC call
- clean up and refactor SnapshotManager
