Release Note: Added update_peer_config to the HBase shell and
ReplicationAdmin, and provided a callback for custom replication endpoints to
be notified of changes to their configuration and peer data
Status: Patch Available (was: In Progress)
Backported PeerConfigTracker from HBASE-11393 and all of HBASE-15507 to
branch-1.
