Sorry, I got my self confused just trusting the hudson bot comments instead of 
verifying in the repos.  HBASE-16017 was in master and branch-1 (1.4).  
We'd only need to commit HBASE-16116 to branch-1 (1.4).
We'd need backport/commit HBASE-16017 and HBASE-16117 both to 1.3 and 1.2.
