Currently there is one BulkLoadHandler inside each region server which writes
BulkLoadDescriptor periodically to hbase:backup table.
Ideally only BulkLoadDescriptor's for tables which have gone through full
backup should be written.
Looking for a way to pass Set of such tables to region servers so that each
server doesn't have to poll hbase:backup table periodically.
