This change of not including tags if it is 0 you want to do it as part of this 
JIRA only?
bq.blockBuffer.skip(getCurCellSerializedSize());
Since we skipping in the right way the above change should be fine.
The changes to CellUtil are part of this JIRA fix or just a refactor?
The fix in DBE is because we were writing the tags len even if it was 0 but in 
other impl we were not doing it. +1 on that fix.
