don't we end up failing in a different place with that patch? 
instead of going into the OpenPriorityRegionHandler() we end up in the 
OpenRegionHandler() and at some point the region open will expect the htd... 

did you find out why we end up trying to open a region when we don't have the 
htd?
I guess one fix can just be throwing exception on open if the htd is null, 
since that should not happen. regions that are opening should have an htd
