before I get too far into review here, does anyone have a problem with the
general approach of setting up a modules for each combination we're supporting?
([~tedyu] I'll be presuming in my review feedback that stuff currently flagged
by precommit bot will get cleaned up; e.g. javadoc/scaladoc, not unit tests
that aren't related.)
