That's a good point.

Suggestions on how you'd expect to see this controlled by users, [~stack]? 
Thinking something like a Java system property? e.g. 
{{-Dhbase.compaction.policy=MEMORY}} would be a "hidden" developer hook that 
could affect all instances of HTD/HCD? Obviously, we're making this for our 
benefit, not the users'.

bq. Once we have enough confidence, in memory compaction can be turned on by 
default.

Also to Stack's point, having confidence in the ITs running with this option 
would be nice.
