In master branch, there are only two classes extending CleanerChore: 
HFileCleaner and LogCleaner.

How about naming the methods setCleanerChoreRunning, etc (with the addition of 
Chore).
This would narrow the scope of related methods.

For the workload you see, is it possible to figure out off peak hours during 
which cleaner chores are run ?
Having off peak support would be better than repeatedly turning on and off 
cleaner chores.
