@Zhihong: Thank you for looking into this issue.
Just to verify (since I'm not too familiar with the code): with this change,
the balancing will be done at the per-table level, right?
So if I have one big table, this may not address the issue (since a randomly
chosen region from the table is unlikely to be the newly split one) but with
lots of small tables the issue will be addressed. Correct?
