[~chia7712] Thanks. After HBASE-17125, if a cell be included by versions check, 
it can't be skipped by flusher, too. So even after filter, we return 
SEEK_NEXT_ROW or SEEK_NEXT_USING_HINT, there is no chance to change the top 
cell. You mean it, right?
