[~stack] These are the only uses in the codebase besides the other
loadbalancers using regionFinder to create the cluster which is the point of
this patch, so we are good.
It doesn't look like any of the unit test failures are related (most of them
are timeouts and this is a configured setting so it should have no default
change).
