I'm confused about why I would need release manager approval for that?
branch-2, branch-1.4, and branch-1.3 are all the "master" branches for those
releases. Whether they are included in the actual release or not when that
branch/tag is created should be up to the release manager.
I don't see any issue with including all fixes that aren't more major features
in all the branches.
