InterfaceAudience.LimitedPRivate (COPROC) seems to be fine but am still 
confused because here the usage of this end point is at the admin level and it 
is actually Public.
Generally LimitedPrivate(CoPRoc) means we are exposing them only to be used by 
CP implementations which the developers do.
