Thanks for the review. This JIRA was a follow up on HBASE-10944 comments at the
tail of the JIRA.
The getBuffer() used in RowIndexCodecV1 and PrefixTreeCodec though seems to
be there in the actual code but the API where it is used is purely for test
case.
So there is no real usage of that method.
