V2 patch rebased/reworked. Fixed few comments got on V1 patch. On the
discussed APIs (to be kept in Region or not),
- As of now removed the getter for MetricsRegion with a TODO to handle it later
in another issue
- Removed the wait for methods, we have a new issue for supporting what Phoenix
needs
- Kept the row locking (and start/end RegionOperation) APIs in Region as of
now. To be revisited based on what we decide abt RowProcessor.
We can fine tune later with other subtasks. The patch is big and lets get this
in before any need for further rebase/rework. Pls review
