So u were suggesting that the normal way of connection creation should make the
short circuited version if called within RS context? I am not sure how.
Because the ShortCircuitingClusterConnection would need refs to RSRpcServices
which is there with HRS only. Not sure how the normal ConnectionFactory create
will get those refs. We have to make the creation within HRS code and that is
why we have to add in the CPEnv which is what exposed to user.
