I am attaching a simpler way to solve this problem. Add regions in the 
increasing order of replicas. CreateTable Proc creates Assign proc with the 
specified target server created out of round robin way.
AM just uses that info to go ahead with the assignment. Simple patch.
But the problem is no longer we call roundrobinAssignment from LB instead we 
will call retainAssignment() only. This happens only when replicas are created.
