As someone who has used these configs before, and reading this discussion 
again, it reminds me that the ways these configs are setup is not the simplest 
or most intuitive for a user.  In particular, most users would probably prefer 
to configure some max timeout in milliseconds, rather than spend time 
deciphering the backoff schedule and working out how many retries that needs to 
be.
