.002 fixes checkstyle and unit tests. I was setting active master too early, 
before we'd set cluster status as up (RS won't come up if cluster status is 
down). Was messing up minihbasecluster in particular.

There is too much state here between RS and M startup. Needs clean up. This'll 
do for now (This patch removes a thread and a latch -- fixes a bug that could 
have us hang on exit too).
