Tweaking forkCount and jvm reuse sure looks like something we can evaluate to 
make our tests faster, but at the same time, changing these high level 
properties might be too big of perturbations for time like this when our 
priority is test stabilization rather then test speed.
Who knows...making it to 5 or 10 reduces cpu resources available to per 
test/minicluster so low that we start seeing new issues; resource constraint 
might not seem as apparent cause, and a lot of time and energy will be spent 
hunting for them.
If it's not *needed*, since we already made change in HBASE-19956, let's skip 
it for now?
