build #12382 failed because it ran before HBASE-20068 landed. so I started
another:
https://builds.apache.org/job/PreCommit-HBASE-Build/12387/
and it passed everything. so this is a flaky issue. I'll update precommit to
always look for rat.txt by default and we can address this again once it shows
up.
