Posted a patch to log additional messages when
1. the stream class does not implement StreamCapabilities,
2. the result of StreamCapabilities test. Log the output stream class and the
associated wrapped stream class.
The 2nd item will be useful when troubleshooting hbase problem on a HDFS
erasure coded cluster.
