Do we need to design the intent part (and steps of an operation) as a generic framework for all the master-coordinated tasks? I thought we are only changing the API (with multiple region support) and focussing more on refactoring with good test/stress-test in this JIRA. Can we address intent/actions part out of scope of this JIRA? Thoughts?
