The test I did is
1). Split one region
2). Offline the split parent
3). Assign the split parent
Without patch, the split parent can be offlined and assigned to the region
server. With patch, the offline will fail and assign will fail.
However, the hbase-server unittest failure seems related with the patch, I am
looking into and will post an updated patch.
