regionName is used to extract table name. We should rename the method to, e.g.
getRegionsCountForTable().
w.r.t. utilizing code from Merge, I looked at Merge.mergeTwoRegions() and saw
no fault handling code.
I think if we add fault-tolerant code to Merge, it might look similar to what
Mubarak has now.
