traced this back to a bad backport of HBASE-20605 to branch-1.3 and branch-1.2.
neither of those branches got HBASE-17861, and the backports of HBASE-20605 act
as though they did.
Anyone have an opinion on backporting HBASE-17861 vs reverting HBASE-20605?
