The only failing test {{TestSyncReplicationMoreLogsInLocalCopyToRemote}} pass
locally, and happens a few times w/o this patch in other JIRAs. Maybe related
to HBASE-20634.
V6 adds the IA.Public annotation. Also attach a branch-2 patch.
