Could you upload the log, [~stack]? I tried hard to construct a UT to reproduce 
this, but I can't find a case that a UnassignProcedure scheduled before SCP can 
be stuck because of this.
If the UnassignProcedure is executed after SCP, it should send close request to 
the new RS(According to RegionStateNode). If the UnassignProcedure is executed 
before SCP, it should receive the remoteCallFailed.
