And on the patch, you only set resetPosition to true when 
InvalidProtocolBufferException, but in the code block above, we could also 
throw EOFException when we find that the available bytes is not enough, and 
even more, we may hit an EOFException directly when calling 
CodedInputStream.readRawVarint32 right? Why not set resetPosition to true at 
these places?
