[~lhofhansl] mentioned this one – said we're spending lots of time just waiting 
on stopping the HBase mini cluster in Phoenix unit tests, rolling through all 
of the CloseRegion RPCs, just to never use the cluster again (who cares if it 
was shut down gracefully). Having API on HBTU to do the equivalent of a {{kill 
-9}} would be helpful.
