One thing I have to mention is, during the backporting, I found
"getProcedures()" is not implemented on branch-1. I traced the history about
this on branch-1 a bit and found that was introduced with ProcedureV2. If I
understand correctly, ProcedureV2 was backported to branch1. Is there any
reason we don't have this method backported? [~apurtell][~allan163]
So in my patch for the unit test, I use procedure's name to identify SCP
instead of class type. It's less optimal but acceptable for me as for now.
