HBASE-2856 added logic about when KVs can be expired (either by version or
TTL), it did not add this same logic for deleted rows (i.e. for deletes the rug
can be pulled from under a scan).
I added that (which ended up being a one line change once I understood what is
going on). Running test in a loop now.
