The solution is write the compated file name to new file's file info. The 
original problem is there may be some leaved file which should be archived. So 
we will remove these compacted file when open region.

The file may be leaved in two case: region normally close and rs crash. 
HBASE-20704 resolved region normally case. But our new solution can resolve two 
case. So I removed the code introduced by HBASE-20704, except the unit test.
