publish them on the downloads page. 

Makes sense. Need to make this more clear in refguide. We do say it on the 
hbase-thirdparty README high-up.

DISCLAIMER: This project is for Apache HBase internal use.  Included libs
and/or their versions are subject to change at the dictate of hbase without
regard to the concern of others!

bq. hbase-filesystem would be fine, I was assuming the alpha status was why it 
wasn't there.

Worth mention though.
