addendum v1
- updates new Measurement classes to IA.Private
- updated MovingAverage related classes to include a label
- MovingAverage logs about specific measurements now at TRACE and includes
the given label
- ScheduledChore now just has the INFO level log
Tested again by running a stand alone instance and going through logs out of
the box, and then runtime changing the log level via the web ui on
MovingAverage to TRACE, back to INFO. and ScheduledChore to WARN and back to
INFO.
