Tests are still a bit of a mess on master. Branch-2 and branch-2.3 are much
more stable now.
Yes, we run medium tests on both precommit and nightly. PreCommit will be
"smart" though, and selectively run tests based on what code was changed, at
the granularity of the maven module.
