Gave up on my radical purge of jersey1 references. I couldn't make
hadoop2/hadoop3/jdk8/jdk11 combos all pass.
Went back to the beginning better equipped after my journey down the rathole
and a strategic placement of jersey1 servlet dependency 'works': see latest PR
build. Let me push as an addendum and see how it does in the nightly.
