    Description: This JIRA is a follow-up to HBASE-19435. Currently, if the 
BucketCache is disabled, the cache will NOT try to enable itself again. This 
isn’t ideal for situations where the cache is disabled because of transient 
issues. Instead, we should have BucketCache try to re-enable itself after a
