When master is initializing, if root server died between assign root and assign 
meta, master will block at 
HMaster#assignRootAndMeta:{code}assignmentManager.assignMeta();
this.catalogTracker.waitForMeta();{code}
because ServerShutdownHandler is disabled,

So we should enable ServerShutdownHandler after called 
assignmentManager.assignMeta();
