I just tried updating enforcer versions locally and it worked. Let me push
one commit to this PR so that by tomorrow morning, we can see the result.
The changes done to pom.xml:
```
<extra.enforcer.version>1.3</extra.enforcer.version>
<enforcer.version>3.0.0-M3</enforcer.version>
```
Updating just `enforcer.version` is not enough, seems we need to update
`extra.enforcer.version` too.
