Upped the priority of this defect. While master is coming up

1->Wait for region server to register
2->Get the online server list
3-> Start splitting the logs
{code}

Between step 2 and 3 if another new region server registers, we just split the 
logs of the new region server and in fact delete the HLog folder for that new 
region server. This seems critical. 
While analysing the issue for  which this JIRA was created we ended up in this 
problem.
