Description: As HBASE-27230 and HBASE-27223 said, if {{WAL.sync}} throws an
exception, we should abort the region server to avoid the data inconsistent
between the primary region and secondary region replicas, so we have no need to
replicate to secondary region replicas when {{WAL.sync}} throws an exception.
