Description:
This is an umbrella ticket for issues required for Java 21 support.
While we should eventually aim to support Java 25, the first step is fixing
HBase and adding tests for Java 21.
Until we have a Hadoop version which can run without SecurityManager (3.5.0 or
maybe 3.4.3), HBase will need SecurityManager explicitly enabled on JDK21.
