LLM-based tools (code assistants, security scanners, code review agents) are
increasingly used against large codebases. HBase is a large project, too large
to fit into any context window, and is thus difficult for these tools to
navigate without orientation guidance.
{{AGENTS.md}} is an emerging convention that provides machine-readable project
context. Seems like most agent tools support it. Let's add one.
