Combines two master commits into a single commit: - 77ec3c1010 HBASE-30316 Add Docker build modes and user-friendly tooling (#8530) - ee3bfa4a3d HBASE-30316 Addendum fix ASF license (#8550) The resulting `dev-support/hbase_docker/` tree is byte-identical to master.
