Currently, we only fabricate a bare minimum .tableinfo version while it is
missing in hbck. The end-user still needs to correct them later. According to
the [~jmhsieh]'s proposal in HBASE-5631, we'd better to recover it by reading
some properties(e.g., compression settings, encodings, etc) from exiting newest
HFile under each region folder.
