Previously, if an exception in CPs in say the shutdown method, we would catch 
it, log it, and then keep going.  Now, we let the exception out and skip 
running the rest of shutdown.  As I see it, on shutdown, if exception in CP, we 
are going to fail the shutdown.  Right?  This is probably not what we want.
