What do you guys think about moving these utility jobs out of the mapreduce
namespace and into a 'tools' namespace? By "these utilities", I mean all of:
CellCounter, CopyTable, Export, Import, ImportTsv, LoadIncrementalHFiles,
RowCounter, WALPlayer, replication.VerifyReplication.
